A bold move by the Anchorage School District has sparked a heated debate. The district has proposed closing three elementary schools, igniting a controversy that could shape the future of education in the area.
The Anchorage School Board is considering a plan to close Campbell STEM, Fire Lake, and Lake Otis elementary schools by the end of the school year. This proposal comes after a similar attempt in November to close two other schools, which was met with resistance from the community. However, the board is now revisiting the issue, aiming to address a significant $90 million budget deficit.
But here's where it gets controversial: the board is not just considering school closures. They are also proposing consolidations and program changes. For instance, Tudor Elementary's Montessori Program may move to Denali Montessori, and students from O'Malley and Government Hill Elementary schools could be relocated to Huffman and Inlet View Elementary, respectively. These changes would transform O'Malley and Government Hill into language immersion schools exclusively.
ASD Superintendent Jharrett Bryantt explained the rationale behind these proposals, stating that while small schools have advantages, the current funding situation makes it challenging to maintain consistent academic services across all schools.
The board's decision to revisit school closures is a complex one. Less than three months ago, they voted against closing Fire Lake and Lake Otis, but now they are considering a second proposal. The resolution passed by the board directs administrators to explore consolidation and operational efficiency options.
According to district data, Campbell STEM has an enrollment of 345 students, while Fire Lake and Lake Otis have 194 and 238 students, respectively. These schools are operating well below capacity, with Fire Lake and Lake Otis at just 49% and 53%, respectively. Campbell STEM, though higher at 74%, is still below its full capacity.
The new proposal also revives previous plans for the vacated school buildings. Fire Lake could be leased to Eagle Academy Charter School, and Rilke Schule German School of Arts and Sciences may move into the Lake Otis building. The district plans to declare Campbell STEM and the former Abbott Loop Elementary School building as "excess to its needs."
Superintendent Bryantt emphasized the district's commitment to seeking efficiencies in various areas to adapt to enrollment trends, funding challenges, and evolving priorities.
While finance officials acknowledge that school closures may not result in significant cost savings, they argue that it would allow the district to streamline student services by operating fewer school buildings to accommodate a declining student population. District enrollment has dropped by over 6,000 students since 2010.
Fire Lake and Lake Otis were suggested for closure due to low utilization, as they were only serving about half of their designed capacity. Last year, the board voted against closing these schools due to concerns raised by staff and parents, particularly regarding the relocation of special needs programs.
The November closure proposals are part of Superintendent Bryantt's ongoing "right-sizing" efforts for the district. Over the last decade, the board has voted to close five schools, but only three of the last 15 schools proposed for closure by Bryantt's administration have actually been closed.
